Thailand reviews entire visa-free entry system – no decision yet

2025-04-29

Thailand has now officially launched a review of its visa-free entry rules for citizens of 93 countries and territories. Prime Minister Paetongtarn Shinawatra has instructed three ministries – the Ministry of Foreign Affairs, the Ministry of Home Affairs and the Ministry of Tourism and Sports – to jointly investigate whether the current rules should be changed. No decision on changes has been made yet.

Background to the review

The background to the decision is that some tourists are suspected of exploiting the system by overstaying or working illegally in Thailand. In an official briefing (see transcript reproduced in Thai PBS Youtube-video) it is clear that the government wants to ensure that the visa exemption is truly used for genuine tourism and not for other purposes.

Previously, Thailand Info reported on a similar review specifically targeting Chinese tourists (read our article here). It is now confirmed that the entire visa-free system is being reviewed.

Difference between visa-free entry and tourist visa

It is important to understand that this review only affects the visa-free regime. Tourists applying for a regular tourist visa – which normally allows a 60-day stay with the possibility of an additional 30-day extension – are not covered.

Visa-free entry applies to those traveling without prior application, while tourist visas still allow for longer stays.

Possible changes and consequences

One of the possible changes being discussed is to shorten the visa-free stay from 60 days to 30 days. This would aim to:

  • Reduce the risk of illegal labor
  • Speed up the turnover of tourists
  • Relieve pressure on popular tourist areas

At the same time, there may be disadvantages:

  • Less attractive for long-term tourists and retirees
  • Risk of tourists choosing other destinations
  • Reduced long-term consumption

Conclusion

Thailand is facing a major decision that could affect the entire tourism industry. At present, no regulations have been changed. The government has only ordered an investigation and assessment of suitability.

According to a statement from Thailand's Public Relations Department on April 27, 2025, Prime Minister Paetongtarn Shinawatra has given the go-ahead for a review of the visa waiver. This decision was made following reports that some foreign tourists have "violated the law, such as overstaying and working illegally."
